i think you can get tamer exchange from all monster in file island :D

I got only exchange Tamer at FIW map

1. Zudomon 1 matt
2. Cherubi Black 1 taichi

but all digimon at FIW is possible to drop Exchange tamer I think

Is possible that the drop depend by the zone? for example my friend got twice Matt from Blossomon..
I never got a tamer, only Tai in dungeoun :(
