Perhaps you want a macro to automatically perform some task when you havent touched your computer for a couple of hours... this could be a way of doing it.

Like, do a defrag, run a virus scan etc.

Could this macro be used to "Welcome the user back" with written text? (along with its other function also)

Sure, you could just add something like this:

     System.Launch application("C:\Windows\system32\notepad.exe", "false")
     Macro.Pause("1000")
     Keyboard.Type text("Welcome Master")
 end

Would this happen instantly, or would there be some sort of delay before it actually paused the macro?

EDIT: Also, does it actually pause the macro on whatever line it was on, and then resume from that line, or does it reset the macro entirely?

Very interesting, I get annoyed when I forget a macro is on and try to do something and my mouse jumps around on me lol.. Will definitely have to give this one a try!
