Hello. I want to program a roulette bot that does the following. (ROULETTE PLAY TECH).

1. Spin the wheel.
2. Write down or remember the numbers that come out example: 1-2-3-4-5-6-7
3. When 7 numbers come up without repeating any of the 7 that, bet on the numbers that came up. Example: 1-2-3-4-5-6-7.
I bet on the 7 numbers from 1 to 7.
4. If they leave an example: 1-2-3-4-5-1. in this case he repeated the number 1 in 6 turns. I want the cycle to restart and you cannot bet that there are no 7 numbers without repeating.
5. In the case of leaving 1-2-3-4-5-6-7-7. If you bet on the 7 numbers and you win the bet because on spin 8 the number 7 repeated, the cycle restarts.
6. In the case of overcoming 7 spins without repeating and losing the bet Example: 1-2-3-4-5-6-7-8-9-10-11-12-12 in this case it takes 13 spins to repeat a number (had to bet on spin 7 without repeating any number 1-2-3-4-5-6-7) spins 9 to 13 do not place any bet, but when you repeat a number on spin 13 restart the cycle.

The numbers are just examples, they could be 34-0-12-26-21-7-0
I have the numbers saved in jpg of the roulette, I did it with the windows clipping.

Is this Bot within Blue Eye's capabilities?

Short answer, yes.
There's quite a few threads on this forum for making roulette macros, so there's plenty of information to answer most of your questions about how to script it out...with one exception and that's this particular strategy you're wanting to use. So I'll mainly address just that part:

...ok here's where your strategy kicks in...
I first want to say there is more than one way of doing this. Arguably, there are more "elegant" ways to do this (and shorter), but perhaps new users would consider them "more complicated" or difficult to understand - I'm speaking of saving them to a collection and then using regex to determine matches - so I'll show the easiest method:

3. I would use a 2 step method for creating the set of 7 numbers
- use this for each number: Function.Execute setting 1 variable("Get new number", "toSet", "a"); of course with a corresponding function
- then use a loop to check for duplicates "if Variable.Is not equal to("a", "{newNumber}")...with "and" in between each line for the 7 numbers
- then end the function with either "set" / "function abort" and also a "macro.restart" when there's a duplicate --> this is the answer to number 4
4. See last line from above
5. In the main body of the script, once you have a set of 7 numbers (which is the only outcome because it will reset otherwise), you place a bet
- examples on the forum on how to place bets
6. This sort of sounds the same as #5. It sounds like if you win you want to restart the cycle and lose restart the cycle. In all the roulette macros I've seen there's always "check if we won"...use that to reset (again, examples on the forum), although it sounds like you want to reset when you lose also so it's the same logic so nothing new here

You may not be able to build the macro from just what I put above, but the take-away is that it's possible.
