Note: You have to be level 55+ and completed 1st job change in order to start this job change.
Step 1: Acquire quest Lv. 55 Glorious Heritage. It should be found on the right hand side as an unaccepted quest (exclamation mark)
Step 2: Talk to NPC Hutuer located at X:199, Y:523 located in Frost forest. If you can't find him, he is located near the NPC Weapon Trader Thoth.
Step 3: Talk to NPC Hutuer and acquire the next part of the quest Lv. 55 Fish Spirit. In this step you will be required to buy a fishing rod from any fishing expert located on first map of every kingdom.

Use the fishing rod and acquire 4 fish spirits. Warning: the catch rate of fish spirit is very random may take a long time or shorter if you are lucky. Tip: The Fish Spirits are tradeable so you can have another client or friend to help you fish.
After you have obtained 4 fish spirits, head to spring valley and use the Lighting lamp four times at designated location (altar at X:537, Y:201).
When you receive Lighting lamp - 40, complete this step by talking to NPC Hutuer in Frost Forest (X:199, Y:523)
Step 4: Accept the next part of the job change, Lv. 55 Starlight Power. In this step you will require 3 other characters to help you gather the Wonderland stone from Spirit Hare Wonderland (Your cottage/home). Ask them to plant wonderland stone on your hillock.

Use the Hillocks that are blue colored to obtain the wonderful stone.
Once you have obtained 3 wonderful stone, go to Jade forest Altar and use lighting lamp at designated location (X:455, Y:267). Note: To leave Spirit Hare Wonderland, speak with Cottage clerk and hit page down and select "leave Spirit Hare Wonderland" option
When you receive Lighting lamp - 60, complete this step by talking to NPC Hutuer in Frost Forest (X:199, Y:523)
Step 5: Accept the next part of the job change, Lv. 55 Mysteries of Time. Enter any Fissure/ Time rip map and kill any mobs until you reach 10 time crystal pieces.
After you gather 10 pieces craft the Time Crystal. Note: Time crystal pieces drop from any fissure or time rip but I would recommend forest fissure since it is easiest to kill.
After obtaining the Time Crystal, head to Autumnal Grove (Map before Jade forest, Starter map) and use Lighting lamp - 60 at designated area ( X:130,Y:520)
When you receive Lighting lamp - 80, complete this step by talking to NPC Hutuer in Frost Forest (X:199, Y:523)
Step 6: Almost there! Note: For this step you will require 200 badges which can be obtained from finishing achievements under badges section. Accept the next part of the job change. Buy Fortune Cat from NPC Mr.Lon located at X:203, Y:497.
How to gather dumplings.
Note: You will need other players or characters within the level cap to get the dumplings.
Clear the dungeon. Tip: Read the area chat after clearing the bosses to find the crystal easier.

Silver dumpling - Heart of The Desert (Barrenlands) - 32~42
Gold dumpling - Snow Dance Den (Ice Crystal Snowfield) -47~57
Gather 1 copper dumpling, silver dumpling and gold dumpling and craft the Fortune Cat.
Use the fortune cat on 50 monsters near you until you get 50 on the tool tip.
After you have the 50 stacks, use the lighting lamp and finish the quest.
Congratulations! You have successfully completed job change.
